Pennsylvania Telecommunications Relay Service (TRS) allows people who are deaf, hard of hearing, deaf-blind or speech
disabled to communicate with anyone using a regular telephone. This is done by using a keyboard machine called a text
telephone (TTY) to send messages over the telephone network. A Communications Assistant reads the typed message of the
TTY user to the person using a regular telephone. The Communications Assistant then types the response of the regular
telephone user to the TTY user. All calls are handled with strictest confidentiality.
- TRS is available 24 hours a day, every day of the year.
- TTY users can reach the TRS Center by simply dialing 7-1-1 or 1-800-654-5984.
- People who do not have a TTY, can reach the TRS Center by simply dialing 7-1-1 or
1-800-654-5988.

Telecommunication Device Distribution Program (TDDP)
People who are deaf, hard of hearing, deaf-blind or speech disabled may qualify for telecommunication
devices to help them use telephone services.

visual display.

A note to all PA Relay Users:
Please note that 7-1-1 is only to be used to reach the PA TRS. For EMERGENCIES you should continue to use
9-1-1.
Link Up America is a program sponsored by the Federal Communications Commission (FCC). The program offers a 50%
reduction in the cost of the connection charge, (not to exceed $30.00) for residence telephone service. This
does not include the costs for inside wiring. It is available to qualified customers when requesting new service
or moving existing service to a new location. Assistance is limited to a 50% reduction in the connection charge
of one line for the MAIN telephone service. It DOES NOT reduce the recurring monthly telephone charges.
You qualify for Link Up America if:
No one claims you as a dependent on their Federal Income Tax, (unless you are 60 or older) and you are in
one of these programs:
OR
The Link Up America discount does not apply to applicants who are full time students living in university
or college controlled housing.
You can get Lifeline Service (described below) if you qualify for Link Up America. If you have any

If you qualify for Lifeline Service, you will receive a credit for the FCC Dial Tone Line Charge on your
monthly telephone bill. North Pittsburgh Telephone Company offers Lifeline Service to help low income
customers get and keep local telephone service in their homes. If you know someone who may qualify and
does not have phone service now, please tell them about Lifeline Service.
Lifeline Service is limited to only one service per qualified customer or household.
